The offender escaped from a prison within "five years" before (FDC, n.d.). 4. If the offender "detainer filed against him/her". The final target of the program for the offenders is to change them from negative individuals to positive individuals, and that's to reconnect them to the public community and their families. The department in fact is trying to treat offenders as people who need help, not as people who need punishment (FDC, n.d.). The main problem that faces applying this work release program is that the offenders could escape during their participation in the program.
